in other tolkein works gandalf mentions how he always think hobbits have the best weed too.

according to my "tolkien companion and encyclopaedia" by J.E.A. Tyler, the pipe weed was originally found wild in Gondor, and the bree hobbits were the first to cultivate it agriculturally. when grown in the warmer climates of southfarthing in the shire, the hobbits was able to cultivate a stronger and more aromatic variety.

Southfarthing pipe-weed was acknowledged by all to be immeasurably superior in aroma, strength, taste and overall quality.

i do remember when gandalf arrives in the hobbiton shire in the first film, he and bilbo chillout before his birthday party and puff piff on the hillside, when bilbo states a claim bout the "finest weed in the prairie".
